Catholic Development Fund General Manager
The CDF operates banking related services for the Catholic Archdiocese of Canberra & Goulburn, its entities and related Catholic organisations. We work in close collaboration with the Commonwealth Bank and other Catholic Development Funds across Australia and New Zealand.
POSITION OBJECTIVE
The role is responsible for the management of the Catholic Development Fund operations. The Manager is appointed by the Archbishop and responsible to the Archdiocesan Financial Administrator (AFA) and CDF Board. The Manager must work cooperatively and collaboratively with both archdiocesan and non-archdiocesan entities to promote the mission to “Build the Catholic Church” and ensure the smooth, effective and professional operation of all functions.
RESPONSIBILITIES
- Respect and support the teachings of the Catholic Church and the ethos of the Archdiocese.
- Organise and manage the administrative aspects of the role to maintain an efficient, flexible and cooperative workplace.
- Comply with WHS requirements to maintain a safe workplace and safe systems of work.
- Perform work within CDF guidelines and according to policies and procedures.
- Ensure compliance with banking regulations and exemptions, canon law, Archdiocesan guidelines/directives and relevant federal and state legislation.
- Maintain the membership and report to the CDF Advisory Board comprising of both lay and ACG members. Reporting is conducted on a monthly basis and meetings held bi-monthly.
- Engage with and report to the Catholic Development Provident Fund (CDPF); the sponsoring body of the Australian Catholic Bishop’s Conference.
- Engage with affiliated Catholic Development Funds across Australia & New Zealand to access shared banking & technology resources and investment opportunities.
DUTIES
Client Support
- CDF Clients include Catholic Clergy; Parishes; Archdiocesan chancery, institutions and affiliates; Archdiocesan schools and colleges; and local congregational colleges.
Banking Systems
- Oversight of staff processing within the Ultradata People & Relationships banking software including input of incoming banking files from CBA as well as batching and on processing of client payment files.
- Oversight of Ultracs banking software with the support of our national CDF dedicated service team.
- Liaising with CBA Managers & their dedicated team as part of the extensive banking related facilities in place and the jointly negotiated CBA “Catholic Church in Australia” agreement.
- Daily processing in Commbiz business banking and other related CBA and commercial bank online facilities.
Funds Management
- Arrange placement of debenture funds held by the CDF in short and long term secure investments.
- Seek involvement in syndicate loan opportunities within the fund network to support the Catholic Church nationally.
- Review and implement changes to interest rate settings according to policy, enabling fair and reasonable returns and charges on client savings, investment and loan accounts.
- Maintain a monthly distribution to the Archbishop to ensure the ongoing operation of his Archdiocesan Office of Evangelisation.
- Maintain investments and cash flow levels to comply in the spirit of APRA’s prudential standards for both liquidity and capital adequacy reporting.
- Engage with the CDF Board to maintain an appropriate balance in the Fund’s reserves as well as options for investment of funds surplus to current requirements.
Loans Management
- Consult with clients enquiring on loans and lead them thru the loan process of application, board approval, loan offer and drawdown.
- Consult with external lawyers concerning non-Archdiocesan Catholic related entity loan applications for loan offer, documentation and security guidance.
- Oversee the prompt repayment of loans for existing accounts and support clients seeking variations to complete their agreements.
Audit & Compliance
- In consultation with the Archdiocesan Financial Administrator engage external auditors to complete an annual audit of CDF operations including the financial statement and review compliance to the requirements of ASIC’s Corporation (Charitable Investment Fundraising) Instrument 2016/813 and APRA’s Banking Exemption No 1 of 2021 (the Instruments).
- Complete annual compliance certificates for submission to the Catholic Development Provident Fund Limited. This is a requirement of the CDF Participation Deed in recognising the Company’s sponsorship Deed Poll with ASIC to provide the Fund’s banking exemptions.
SKILLS
- Strong communication and employee management skills.
- Experience in business transaction banking systems.
- Experience in commercial loan practices.
- Enthusiasm to improve workplace operations and grow the business.
